Writing Native Code for High Level Environments

The vast majority of a program's time is usually spent in one tight loop that represents a small portion of the code. Languages like Python, R, and Octave (Matlab) are friendly but not fast. C is fast but not friendly. Why not take the best of both of these worlds and write all of your code except the small core loop that needs to be fast in the friendly language?
